Andy and company will help you while you manage everything. Sometimes they will offer you advice or be responsible for one action you command or they will just try to cheer you up.

Create a nice park, build your favorite restaurant and enjoy
the sounds of the city. In this mode you’ll be in control of the microdecisions of the game. Those decisions can be aesthetic (Whether the entertainment is a park or a shop) or can decide how an industrial building operates.

Manage the different industrial zones to control the various productions of materials in order to be as efficient as possible. Also manage the movement of the workers, the most important resource of all.
